Merrymount Park Boardwalk Project

This project will need a '401 Water Quality Certificate' and a 'Chapter 91 Waterways License/Permit' among other permits.  When the applicant applies for these permits, they will post on MEPA's website as did the ENF. The notices will be found at the bottom of this page under 'PUBLIC NOTICES'.  We'll monitor this site to determine when these applications are submitted by Tighe & Bond; they too may require public comments.

We will not be changing our position on this project.  We have been against the idea of this project since we first heard about it in 2017.

We have been informed that the applicant can continue the permitting process; approval is needed at other agencies and they can then swing back and reapply for approval before the Quincy Conservation Commission.

As stated above in regards to the 'Chapter 91 License/Permit' and the '401 Water Quality Certificate', those permits are from the state they will post on MEPAs website under PUBLIC NOTICES.  We will monitor those public notices.

Per Tighe & Bond's ENF - Section 5: Regulatory Compliance now that this project has MEPAs Determination, it can begin to make it way through for the other permits needed from the agencies listed below.  We will be contacting these agencies to find out what their permitting process is, as they may also have a public comment periods.

Although this item has been withdrawn from Con Comm's agenda on July 7, 2021 we ask all who can, to please become familiar with Quincy Conservation Commission's process by attending this meeting even though this project will not come before them.  The city has not abandoned the idea of a bridge to Pine Island, this is only a temporary step back for this project and we need to begin to understand more about how the Quincy Conservation Commission makes their determinations.

We continue to sift through the MEPA determination and we are consulting those who can better decipher that report. We need to determine exactly what the applicant has been tasked to do, if anything?  MEPA's Determination reads like the ENF itself - in language that is easily misunderstood. We thought a few days would give us time to bring some clarity on this too you, but we will get back to you on that.

For those who haven't had the chance to read the public comments from residents we recommend that you do. Those are easily read and we are curious to know what you think about them.  MEPA's critique was that our comments did not speak directly to the Environmental Notification Form (ENF).  Wouldn't it be nice if the average Joe or Jane could understand the ENF well enough to speak directly to it?

What is very clear within the public comments is that residents do not want this boardwalk/bridge to Pine Island and the idea of it has struck a chord; we as residents here in Quincy are feeling weary of all of the changes being made to our city that we have had ZERO input on. Long time and even short time residents appear frustrated in the comments.

We promise to keep you updated on this project moving forward. Any questions, comments, and if you would like to be added to our email list, please contact us at quincymakingwaves@gmail.com
